Resize Pixels in PS or Paint Tutorial

Someone asked me this question and I think ~~ "oh, it would only take me 10 minutes, I will make a tutorial quickly" ^ ^
So I decided to share it with everyone else too. It is pretty easy, only 4 steps in Photoshop and really about 1 step in Paint.

This tutorial uses Photoshop CS6 and Paint for Windows 7, but you can use earlier versions of either program and it works the same. I explain the different method of finding the right tool in Paint XP and sooner, because the menus changed so much between old and new version. I believe old versions of Photoshop, dating back a long time have almost the same if not identical menus. So don't stress about having up to date programs for this.
